Haryana Assembly ratifies GST Bill

Haryana Vidhan Sabha Monday unanimously ratified the Constitution Amendment Bill on Goods and Services Tax amendment during the ongoing monsoon session.

A motion to this effect was moved by Haryana Finance Minister Capt Abhimanyu.

The resolution moved in the House read: “This House ratifies the amendment to the Constitution of India falling within the purview of clauses (b) and (c) of the proviso to clause (2) of Article 368, proposed to be made by the Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014, as passed by both houses of Parliament”.

Participating in the discussion on the resolution regarding ratification of the 122nd Constitution Amendment Bill, Congress MLA Karan Singh Dalal said: “We should be told about the impact GST will have on the industry. While the Centre has given a formula to calculate GST, but the states also have their own right to impose tax. This could lead to problems in the future. This sentiment should be conveyed to the Centre.”

He added it was still not clear who will be the deciding authority in case of interstate disputes.

Dalal said a lot of farmers in Haryana smoke hukka and to keep tobacco in 40 per cent tax range was unfair. He said the high tax could be imposed on cigarettes and bidis and tobacco be kept out of it.

INLD MLA Parminder Dhull said petroleum products should also be put under the purview of GST.

Congress Legislature Party leader Kiran Choudhry said GST’s genesis is in the Congress and the party supported it. But, she said, there were some flaws that needed to be removed.

“Haryana stands to lose Rs 9,000 crore revenue when GST will be implemented. Can the government tell how this will be recovered. The threshold limit for VAT is Rs 20 lakh and I hear there is a proposal to reduce it to Rs 10 lakh. The government should instead increase it to Rs 25 lakh, otherwise the small traders will face problems. Dual taxation is a dicey matter and should be removed,” Choudhry said.
