Punjab GST Mitra Scheme

  1. Introduction 

 1.1 About Punjab GST Mitra Scheme 

Punjab GST Mitra Scheme, which has to be started as pilot project from Patiala, proposes to assist tax payers in furnishing the details of outward supplies, inward supplies and returns, filing claims or refunds, filing any other applications etc., in GST Regime. It aims to create a group of Tax professionals available in the locality or at the doorstep of tax payer, at affordable costs throughout State of Punjab. This scheme is conceptualized by Excise & Taxation Department, Government of Punjab, to provide training to the eligible candidates and enable them to earn. ETTSA & Director Training School, will be training partners in this scheme. In the pilot phase I, applications would be invited from eligible candidates of Patiala district. Applications would be scrutinized, and candidates short listed as per pre-specified criteria, will be imparted training at training centres, authorized by Department. Training would be provided on various legal and technical aspects of GST related Tax payer services by the master trainers from Excise & Taxation Department. This training will be free of cost. After completion of the training, the candidate would have to appear in an examination conducted by Excise and Taxation Department. The successful candidates would be awarded a certification of recognition by the Department as “GST Mitra.

This scheme would be purely meant for providing vocational training to the eligible candidates for the purpose of skill development, and will not guarantee enrolment as Goods and Service Tax Practitioner under the Act, nor provide any assured income or employment to the shortlisted candidates. Department of Excise & Taxation, Punjab   reserves all rights to discontinue/modify the scheme at any point of time without any prior notice.

1.2 Benefits of the Scheme 

This Scheme would result in the following benefits 

i. Technical assistance to small and computer illiterate dealers.

ii. Localized/Doorstep services in remote areas at affordable costs.

iii. Skill development and income opportunities to the unemployed youth.

iv. Acceptance of electronic processes among dealers.

v. Smooth tax administration and government functioning.

1.3 Procedure to become GST Mitra 

The Punjab GST Mitra Scheme as conceptualized by the Excise & Taxation Department, Punjab will be started as a pilot project from Patiala. Applications for the trainings will be advertised in the leading newspapers and on department website (www.pextax.com). 

i. Upon announcement of the scheme, detailed information could be viewed from “Punjab GST Mitra Scheme” link on Punjab Excise & Taxation Website.

ii. Thereafter, application form could be filled after downloading the format from Department Website (www.pextax.com)

iii. On receipt of the application, the office of Director (Training) will scrutinize the received applications against predefined criteria and shortlist the candidates to impart training and conduct examination. After the examination, a certificate will be provided to successful candidates.

iv. Training of shortlisted candidates will be carried out at trainings centers located at all sub divisional head quarters in district Patiala.

v. The successful candidates will go through a training program, including web based and classroom based training program. Study material will be provided to the successful candidates, which will be prepared by Deputy Excise and Taxation Commissioner GST-II (Training).

2 Eligibility Criteria 

Any person will be eligible to apply for GST Mitra Scheme who:-

  1. has passed Punjabi of matriculation or its equivalent standard, and
  2. has passed a graduate or postgraduate degree from any Indian University.
  3. has functional/basic knowledge of computers
  4. age less than 35 years.

Advertisement regarding application for selection of “GST Mitra”

Punjab GST Mitra Scheme seeks to assist small and marginal Tax payers in preparing and filing their VAT/GST Returns by creating a group of ‘GST Mitra’, available in his locality/doorstep at affordable costs, throughout State of Punjab. This scheme is conceptualized by Excise & Taxation Department, Government of Punjab, to provide training to the graduates of Punjab and enable them to earn. Scheme would be funded from budget available with State Government. Selected candidates would be trained under the scheme. These trained “GST FACILITATOR” can enrol themselves by applying on GST common portal. In the  GST regime they would be able to avail online services on behalf of registered tax payers.

In the pilot phase I, applications are invited from eligible candidate of Patiala district, of which 50 candidates shall be selected for training

Eligibility Criteria 

(a) Any person will be eligible to apply for GST Facilitator Scheme who:

  1. has passed Punjabi of Matriculation or its equivalent standard, and
  2. has passed a graduate or postgraduate degree or its equivalent examination, having a degree in Commerce, Law, Banking including Higher Auditing, or Business Administration or Business Management from any Indian University, established by any law for the time being in force.

Apart from this, applicants having sufficient practical knowledge of computer applications, including proper knowledge of internet facility on computer setup, shall be given priority for selection.

The willing candidates who fulfil the above conditions can apply by hand at the office of Assistant Excise and Taxation Commissioner, Red Cross Building, Jail Road, Patiala (Punjab) by 14 /08/2017. The selected candidates shall be given training at training centres to be decided by the Department, regarding which information shall be given through newspaper and departmental website. The trained candidates will have to appear in an examination. After being successful in examination, they will be awarded a certificate as GST Facilitator.

The main objective for selecting the GST Facilitator is to develop special abilities of GST Facilitator and generation of self employment opportunities. The name, email, mobile no., address of Facilitator will be displayed on department website. They will be provided free of cost internet dongle for which recurring payment will be done by them, and a laptop on DGS&D rates, only 50% of which has to be paid by selected Candidates. They have a option to pay for their laptops in 12 monthly instalments (To ensure this payment, 12 post dated cheques would be taken from every successful trainee at the time of handing over of laptop).
