Subject : Online Filing of Returns by Exempted/Relaxed Establishments – Regarding.

Sir/Madam,

Please refer to the subject cited above.

2. Taking the project of Digital India and E-governance policy of the Government a step further, EPFO is in the process of developing and launching a unified portal with the help of C-DAC, Pune. In this regard, IS Division has informed as follows :-

i) The functionality of filing of online returns for the Exempted Establishments is currently integrated in the ECR Portal and the said portal will be stopped in the current month.

ii) The functionality of filing of online returns for the Exempted Establishments will be deployed on the Unified Portal being developed by C-DAC.

iii) However, the said functionality of filing of online returns will be deployed later once the development and testing is completed.

iv) Exempted Return and its MIS Dashboard will not be available for some time till it is deployed on Unified Portal,

In the existing scheme of filing of online returns by exempted/relaxed establishments, filing of the return is allowed in a sequential manner. It implies that exempted/relaxed establishments are not permitted to file online returns for a particular month till the same for the previous month has been filed.

3. Therefore, once ECR Portal is stopped the exempted/relaxed establishments will be required to keep the data ready for the months for which the same could not be filed for the reason of non-availability of the portal for filing online return. Once the return is deployed, they will have to file the same for all such pending months. Accordingly, field offices are requested to inform the employers in relation to the establishments of all the establishments which are enjoying exemption from the operation of the EPF Scheme, 1952 and maintaining private P.F. Trusts of their own.

4. Please also ensure to send compiled information through Addl. CPFC(Zones) as requested vide Head Office circular No. Exem/32(29)/2016/Misc./EPF Exemption Dashboard/23827 dated 09.12.2016 (available on the official website of EPFO at SI. No. 515 under Office Orders/Circulars) latest by 31.12.2016.

Yours faithfully,

(K. L. Goyal)
